Is this 28 day waiting period a new thing? Or something specific to your region? Otherwise, last I checked, the 28 day waiting period is for new applications for a Possession and Acquisitions License... Not for firearms transfer.
Firearms transfer is usually much quicker (depending on province of course).
I've only bought one restricted firearm and it took under a week for them to send me the registration so I could go pick it up. (I paid for the gun on a saturday and then by friday, I had the email saying it was in my name and could go pick it up.)
As for transporting a restricted firearm:
- the case the firearm is in must be locked,
- the firearm itself must be secured with either a trigger or cable lock,
- the firearm must be unloaded,
- you must have your RPAL on you. (As per C-42 it's your ATT.)

28 days is for getting your pal.
transfer is on the whims of CFO/RCMP. It usually takes longer for your first restricted as they need to do the extra paper work to issue you the ATT. They may also verify that you have a range.
