Acquiring a hunting licence in BC

New to BC,find the regs about non resident hunters getting licence a bit confusing.
Says if you wish to hunt big game you must have a resident BC hunter/guide accompany you for a season(1year).

But if you wish to hunt small game,a mentor or guide is not needed. But you need mentor or guide to apply for your WFID card. Am I misunderstanding this somewhat? Any help would be greatly appreciated!
    Thanks.

They're fiddling with a formerly good system, so I may have something wrong here.

You'll need to complete your Conservation + Outdoor Recreation Education. Then every year (April 1 - March 31) you may buy a licence and any big game tags you like. We have a fairly liberal General Open Season, but there are Limited Entry Hunts (lottery draws) and youth, senior, bow only seasons as well as Special Regions (mostly Queen Charlotte Islands).

One year, for once in your life, you may buy an Initiation Licence. See terms and conditions
