Where is the best place to buy parts kits and a full set of tools? Does being a member of GOC get me a discount for these anywhere?
I would like to buy as many parts from the same manufacturer as possible, now before you start saying I should just buy the whole gun, no! I want to do it my way! I just want your help in doing it how I want to. Lol
But seriously where do you guys like shopping?

Brownells, unfortunately for our local dealers.
I don't really think there's one stop shopping in Canada(there is, but not so much if mix and matching brands), probably going to need multiple orders.
One shot tactical and canadian tactical cowboy supplies for rainier arms barrels, Arms East has a lot of the parts kits iirc
Maybe SFRC for the stripped upper and lower

Contact Marshall and Carol Ann at Aztech Armory. They have the experience and ability to help you get what you want/require. If I remember correctly, both have actually taken an AR armorer's course too. Great people to deal with. They have gone above and beyond to help me.

"...we don't have one close..." You won't either. Brownell's is a U.S. based mail order gunsmith's supply shop. Brownell's will tell you exactly what they can and cannot export. Whereas some other places will just refuse your order.
AR parts are restricted for export by the U.S. government, regardless of the value, as well.

I was under the impression all gun parts were not allowed to be exported except by a distributor with proper paperwork whatever on this side of boarder.

4 things i would buy for tools, as a must have
- magpul bev block (installing and removing flash hiders)
- magpul ar15 wrench (stock wrench, flashider wrench and standard barrel nut wrench)
- set of plastic ar15 upper blocks w/bolt carrier insert
- 1/2" tourge wench that only goes up to 75-100ft/lbs

you will also need full set of metric/standard hex keys (long with t handle is nice, or a chapman set), and a roll pin punch set, roll pin starter punch set.
I picked up this Wheeler tool kit from International Shooting Supplies:
