Quite simple really. He's a libertarian. As such, he outlines the truism that personal liberty, rights and responsibility should underpin the formation of governing structure, process, and ultimately governance.

He correctly notes that the opposite is true in today's global governance structure. The concept of big government, capital controls of the economy, government control of your daily lives, and the socialist/communist manifesto's that insist the state must prevail over the individual, dominate today. C71 exists here, and is a direct result of this philosophy.

One can conclude, therefore, that C71 is another example of the removal of liberty to the betterment of the state.
