We think the issue with weirdo characters was due to using a very old ISO character standard. WE have now moved the site to UTF-8. PLease check and see if the issue is resolved.

Good morning everyone. We're still working thru some of the upgrade issues and we hope to have them sorted out shortly. Everyone at GOC would like to apologize for the 403 errors and the other quirks that have popped up but we are working on them.
