You are aware that NEA has been promising announcements on this for almost 6 months?There has been several pending announcements which have gone nowhere.At this point I think it would be in NEA's best interest to say nothing till it has an FRT in hand and product on the way to the retailers.

I took my course with Silvercore,they offer courses both on the Island and the lower mainland. Also check out your local rod & gun clubs and ranges as some do offer courses. If you give us a city your in or near local there can give recommendations or places to avoid. For bringing in firearms...

What's stopping you,just cause you have one doesn't mean you actually have to buy a restricted firearm.I'm sure there will be other draws where a RPAL is needed.Who knows having one might mean getting one gifted to you by a friend or neighbor. If nothing else the more RPALs that exist the better.
