You say they are a civilian version of the C7.... Is it? Are they made of the same materials? Or just because they look similar?....like Colt says.
Colt has not said they are Civilian versions. Just rifles similar to the C7.

Similar means it looks like an AR.

Can you confirm build quality and materials?

Colt Canada is pleased to introduce our first commercial rifles to the Canadian shooting community. We have re-introduced the iconic Diemaco™ brand with two commercial rifles similar to the C7A2 and C8A3 rifles in service with the Canadian Armed Forces. The initial models will be called the SA20 and the SA15.7. Further models and MILSPEC components are planned for release this year.

The Diemaco rifles will be built at the Colt Canada facilities in Kitchener, Ontario, Canada to the same exacting standards of quality as our military and police products. These rifles will bring MILSPEC quality and safety to Canadian shooters along with the Maple Leaf and Diemaco proof mark that are recognized around the world. These rifles bring world class hammer forged barrels and over fifty years of Colt and Colt Canada experience to Canadian sport shooters for the first time in thirty years.

The two models available to Canadian civilians are the SA20 and SA15.7. Both models are made to the exact quality specifications of their Canadian military counterparts, with the exception of having a semi-automatic-only mechanism. The SA20 is the consumer version of the C7A2. It features a 20-inch government profile barrel. The SA15.7 is the consumer version of the C8A3 carbine. It features a 15.7-inch heavy barrel with Special Forces Weapon sleeve.

Each Diemaco rifle features 1/7-inch twist rifling, 5.56 x 45 mm chamber, a fixed front sight with bayonet lug, six-position adjustable stock with butt pad, ambidextrous sling plate, a MIL-STD-1913 rail, and M4-style feed ramps for use with a wide range of commercial ammunition. Like military and law enforcement rifles, the barrels on both models are cold rotary hammer forged, and rifles feature Milspec forgings and components. Each rifle ships with Colt Canada’s new magazine block locking device, a folding rear sight, an Otis cleaning kit, a barrel cap and standard sling.
