    Ammunition Ban won’t solve guns and gangs problem

    A ban on ammunition won’t solve Toronto’s guns and gangs problem, said Police Chief Bill Blair on Friday, while also refraining from advocating for a handgun ban.

    The chief made the comments after providing some “perspective” to the police services board in the wake of a brazen shooting in the Eaton Centre this month that killed two men and injured five people.

    “We are not suggesting for a moment that we don’t have issues,” Chief Blair told the civilian oversight body. He blamed it on a “relatively small” group of criminals, estimated to number about 2,000 people, who are driven less by drug territory disputes and more by friction that is settled behind the barrel of a gun.

    Chief Blair assured city councillor Michael Thompson, vice chair of the police board, that the conditions in Toronto now are “far different” than they were in 2005, blighted by the notorious “summer of the gun.”

    The chief pointed to statistics that show major crime indicators are on the decline, including a 33% drop in the number of calls that may have involved a gun from 2005 (2,381) to 2011 (1,655).

    He said a recent spike in the number of shooting occurrences — 145 so far this year, compared to 103 at the same time in 2011 — relates to more incidents in which no one was hit. So far this year, 13 people have been killed by gunfire, 29 have suffered major injuries, and another 16 received minor physical injuries.

    “There is still a problem with gun violence in this city, but we have made progress,” he said. In 2006, police adopted the Toronto Anti Violence Intervention Strategy, which couples roving squads of officers who can respond quickly to hot spots, with community outreach and programs geared towards youth who may be lured by the gang lifestyle.

    “Unfortunately, there are some individuals who are beyond redemption. They are not to be rehabilitated, and they represent a serious danger to themselves and to others and society must be protected from them,” said Chief Blair, referring to a subset of the 2,000 people involved with guns and gangs.

    Most of the gun crime in Toronto is committed with handguns, said the chief. About 70% of the handguns the service seizes are smuggled over the border, with the remainder being stolen or otherwise obtained from legitimate gun owners, he said.

    He stopped short, however, of calling for a handgun ban. “I recognize the rights of Canadians under our laws to own a firearm, and even to own handguns, and I respect those laws,” he said. “But at the same time, if the handgun ownership is legal then I think we have to ensure that people who own those guns own them responsibly.”

    In terms of city councillor Adam Vaughan’s proposed bullet ban, he said “I don’t see that would be a solution to the problem.”

    Not what I was expecting, I guess the political demise of his buddy Holland sent a message. While I still know he is a hardcore anti at least the lies are giving way to some undeniable truths. Seems like the days of total BS are waining.

    Blair admits a making life difficult for honest gun owners/ammunition buyers by implementing another ban wouldn't help ? I seem to have woken up in the wrong universe this morning !
