    Private Bills

    If an ordinary citizen wants to submit a Private Bill to either the House or Senate, is the citizen's MP required to submit the Bill or is the Senator that represents the province in which the citizen resides required to submit the Bill? In perusing the section on this subject on the gubermint website, I don't see any comment on this point.

    To bring a private bill, you must make a petition and the back of the petition must be signed by a member of the house.

    Private bills are VERY limited - it's very explicit what they can be about. Basically they seek an exemption from the law for a specific individual or specific individuals who are the petitioners.

    An MP isn't required to do anything his Party doesn't tell him to do. An unelected citizen cannot bring any Bill to either the House or the Senate. Like Foxer says, you can submit a petition to Parliament, but it's unlikely any MP will listen. Absolutely not if said petition goes against his Party's policies.
