Inexpensive and rangefinders don't go together.
In this price range, I suggest going used - which is entirely a crapshoot.
Or, practice judging distance like you said.
A Newcon 1800S is going to run about $580 online plus shipping. They're rated for 1800 meters It will reliably see smaller targets out to 700 meters. The general rule of thumb is get something that is rated do double the distance you will need, and go with that.

Nikon Arrow ID 3000. I wasn't really looking for a rangefinder, but this one was being cleared out to make room for a newer model (ID5000 iirc). Good to 600yds and has slope compensation. At $50 off regular price, it was too good to pass up, since I already like Nikon optics. If you can find new old stock like that, it might be less risky than buying used

GPS with store able waypoints. Store starting spot and it gives straight line distance back from wherever you're standing. Breadcrumbs feature to get unlost may be a bit extra, but this is a sub $50-100 item even new.
Let's him check his pacing abilities over varied terrain as well. Rather useful for hunting. Let's you learn what terrain you may not want to carry a few grouse or deer carcass over before actually bagging them.
