    They could probably do much of it just with an Order in Council, no bill or even C-71 necessary. The central storage would probably require a bill.

    It could be said that 12(9) in C-71 is the setup for this. The Swiss rifles were just a distraction.

    Notice, by the way, that none of these changes call for confiscation, since the government doesn't want to pay the bill.

    They want to make gun ownership so unpleasant that we give up, and no new people bother getting licensed. And they will succeed with this kind of change.

    12.9 is so they can prohibit freely while claiming no compensation is required because the owner gets to keep their new prohib until they die. So it won’t apply to the restricting of semis. I’m not sure if it can apply to “handguns” as a group or if it can only be applied to specifically names firearms.

    Regardless, C-71 will be passed soon. By June perhaps.

    What Blair recommends, and what come out of the huddle once the pollsters and focus groups have had a go, may be different. But whatever comes it will be a blow to the face that will make C-71 look like a feather falling on our noses.
