The "Machine" Bow, that that guy's toy is not(it's a semi-auto), was invented by the Chinese in the 4th Century B.C. It was a siege weapon that was literally a bolt action, gravity magazine fed, crew served, cross bow.

A Society for Creative Anachronism guy made one years ago. The guy had 6 bolts in the air at once. Very cool.

Mythbusters made one of those crossbows as well, but it was cranked like a gatling gun, his "toy" as you call it is in response to laws against crossbows in his and other countries.
