    Semi-permanent, able to rearrange...give the base of each cartridge a very light smear of clear silicone. Won't hurt the brass, won't tip over.

    Just a silly idea if you're handy: rout a slot in a nice board, put a chunk of rubber window trim or whatever in the back of the slot. It should hold them in place and adjust for different sizes.

    when I was a wee lad there was this octopus toy. You throw it at a window. It would slowly climb down.

    basically it was sticky. so it sticks to the window but it is not sticky enough to hold it up so it slowly falls down and as it falls, more of it sticks to the window so that it looks like it is climbing down. after awhile it would get dirty and wouldn't stick to anything any more. you just wash it and it's sticky again.

    if you can find out what it is and get a nice big sheet of it, you could potentially stick the cartridges to it. when you want to move it around use a sponge to clean and make it sticky again.

    down side is I do not remember what it was called.
