They approved the transfer in September and you still haven't received the paperwork ? There's something wrong there. Ask them to email you a copy of the transfer notice and registration certificate and forward it to the vendor.

I suspect he means the application was made in September and approval is yet to come. Based on other approvals in that range posted on the other site he should be about to be approved.

I was thinking the same thing, but mail does get lost from time to time. After approval is given, if you haven't received your paperwork within a couple of weeks, start making phone calls.
