essentially anyone on Earth with a big enough telescope should be able to see the landing site. The reply was technical, but the essence that it was NOT possible to see the Apollo landing site from Earth with our telescopes, because the resolution would be nowhere near what's needed. This includes the biggest telescopes we have in our observatories.

Any optical telescope over 400 meters (0.4km) in diameter should have no problem resolving the Apollo landing site from earth.
