A great deal depends on where you are.
However, go here for Goex's distributor list. Flinters are kind of unusual so you're probably looking at ordering it. Lotta government interference involved.

I used to make my own use a wood dowel on a piece of glass to crush small amounts ffg or what ever into flour for priming, there is a small chance of ignition so go slow and do small bits a time. I found this was the best for preventing hang fires.

Why do you need ffffg? If it's for your primer pan, you can crush a bit of fffg using something like 2 pieces of wood. Something that can't spark.

I see that bat119 already gave you my solution. But if you still want to buy some, maybe marstar. I'm surprised it's so hard to find. I have used 3f in the pan and it's worked.
