desktop computor has blocked GOC

I watched a few videos on how to repair trailer brakes and the went over on my band width usage. Now my computer browser won't recognize GOC. It says "THIS PAGE CAN'T BE DISPLAYED" Then down below fix connection problems. But I can connect on the laptop from the same d-link distributor that the deck top is connected to. What do I need to do to fix this guys? She wants her laptop back.
I did an update in the virus file and then a scan. Still no GOC will load.

I usually blame stray cosmic rays, or DNS. I’ve rarely been wrong

So I lost GOC on her laptop too. Went away for 3 days and it came back. It was saying to contact admin to be connected. Hard to do that when you cannot even get on the website.
But I will delete everything on the desktop and try again.
