That is a very high percentage of all members. With 18,810 members, that is a 72% turn out. Yes there are inactive members which will push that percentage even higher.

That number includes invalid entries too eg double entries, people not signed up, and people that have signed up for the forum but saw the giveaway on facebook and haven't logged in, in a while.
We only check if the winner enters twice, not all entries
