Posting attatchments

Why can I not post attachments? I have searched the FAQ's and done what they say but it does not give me option to manage attachments?

At ths time only moderators and admins can post attachments due to server load

Honetsly it will be abit a server upgrade it very costly, atleast one to support all members attachments.
